Excellent! NH needs this at the state-level. This performance-based engineering of budget priorities was used by republicans in Nashua in mid-2000s and it worked. There were cries of doom and "cutting to the bone" from the typical bloodsuckers. Democrat majority won next term and they resumed budget-busting Spending Cap overrides ever since.

To the honorable members of the House Municipal and County government committee: I am very opposed to HB 1134 as I cannot see what, if any, particular solution or goal this bill will serve. Warrant articles are already held in town meetings, and voted upon in a second deliberative session in so-called “SB2” towns, while other towns hold their own methods for completing warrant ballots. I urge the members to vote Inexpedient to Legislate when you hold the executive session for this bill.
