This Bill allows towns flexibility in their funding. If one component of the budget has "extra", these should be available voluntarily. There is no downside risk as by definition a "natural" area doesn't warrant upkeep.

Any surplus funds available for their maintenance should not be pressured to be given to the town, and should instead remain immediately and unconditionally accessible for their original purpose.
