Hello committee members, I have been looking to see this bill pass for the last few years. I have talked with Town Clerks, Moderators, the SOS and they all think that they are reconciling the Absentee Ballots, when they are not. No one seems to care about the UNUSED Absentee Ballots. How can this be? All of the unused general election ballots are accounted for at the polling location, after the polls close. Why doesn't anyone certify the count for the unused Absentee Ballots after the polls close, as well? There is no good reason. This is a huge problem that we can fix by passing this bill and requiring the unused Absentee Ballots be certified at the close of the elections. Our elections should be run like a business, everything should be documented, with a clear chain of custody, so citizens can do their own audit of their elections. All ballots should be treated as money and every single ballot should be accounted for, after the polls close, including ALL of the ballots that are unused - general ballots and Absentee Ballots.
