We need to create and/or expand child care programs and allowing a tax credit covering 50% of eligible expenses helps us as a society to address some of the workforce challenges while expanding access to quality care for working families. I dealt with accessing child care in the early 1980's and although it was challenging then, it is even more challenging now. Less available options and higher prices make it very difficult for working parents to remain in the workforce as well as for providers to be able to provide quality care at a reasonable rate.

I am a grammie with 8 grandkids. They are so fortunate that they have parents who can provide for their family but its not always easy and the struggles with daycare and the costs of daycare, especially when there's multiple kids is a regular discussion. When my oldest grandkids were old enough they were in an employer sponsored daycare situation that was a huge help, especially being located within walking distance of their workplace. But eventually the company no longer provided daycare and was so difficult to find new daycares. Now those same kids are in high school but my younger grandkids are entering daycare. Its even more expensive now. I don't know how other families cope. I think of my relatives who are single moms with kids and everyone else who is trying so hard. There should be better support for families. I believe support for businesses to create better day care options for employees is an excellent start. I ask for your SUPPORT for HB 1433 to get that support to our NH families with young children. Thank you.

This is a common-sense economic development tool that addresses the single greatest barrier to workforce participation in New Hampshire: the lack of accessible child care. With nearly 10,000 Granite State children lacking a licensed child care slot, we are effectively sidelining thousands of capable workers. This bill recognizes that the private sector is a critical partner in expanding capacity. By providing a 50% tax credit for the construction and operation of child care facilities, we move beyond simply subsidizing the cost of care and begin incentivizing the actual creation of new seats. While this is a strong step, the committee should ensure that these credits are accessible to small and medium-sized enterprises, not just major corporations. Furthermore, the final language must maintain strict adherence to state licensing standards to ensure that "expanded capacity" does not come at the expense of child safety and quality of care. This is a fiscally sound investment that will pay for itself many times over by allowing parents to return to the workforce and contributing to the overall growth of our state's economy.

I am here to express my strong support for House Bill 1433. Childcare is one of the most significant barriers to workforce participation today. I routinely see parents forced to reduce hours, turn down opportunities, or leave jobs entirely because they cannot find or afford reliable care. This is not a fringe issue but a daily reality for working families. At the same time, employers are struggling. They face turnover, call-outs, and difficulty hiring, often rooted in childcare instability. Businesses want reliable employees, and employees want to work, but childcare is frequently the missing piece. House Bill 1433 is a practical, market-driven solution. By offering a tax credit that covers 50% of eligible expenses for employer-supported child care, it invites businesses to be part of the solution rather than placing the burden solely on families or the public sector. What makes this bill strong is that it: Encourages voluntary employer participation Supports working families without mandates Expands access to quality care Strengthens workforce stability and economic productivity In a state where childcare shortages already limit economic growth, this kind of incentive can create real movement.
