The general idea of examining state's rights degrees of freedom is good, but bill is poorly written. The bill constrains the questions to the authors preference. Many of bill's questions are inane and wholly unlikely. The true questions are circumstantial and situational. Conflicts are encountered by federal overreach. You can never predict how federal government will overreach, so the fragile set of questions is most likely wasted effort.
