No longer requiring trailer titles in New Hampshire is a positive and practical change, particularly for small businesses operating on thin margins. For dealers, marinas, contractors, and agricultural operations, a disproportionate amount of time has historically been spent tracking down missing or unavailable titles for low-value or older trailers. Time that does not add consumer protection or public benefit, but does add cost. In many cases, the administrative burden of obtaining or correcting a title exceeded the profit on the trailer itself, discouraging lawful sales and delaying transactions. Eliminating the title requirement streamlines the registration process, reduces overhead, and allows businesses to operate more efficiently while remaining compliant through existing registration and identification systems. This reform removes unnecessary bureaucracy, supports local commerce, and reflects a common-sense approach to regulation that recognizes the realities of small businesses and the limited risk associated with trailer ownership transfers.

a great number of people don't use their trailers over the road except for storage. Never registered, so never receive a title. doing it later is a challenge for everyone involved.

I support this bill to make the administrative burden easier on local businesses

There are so many older trailers out there that can not legally be sold or registered, simply because the owners have lost the titles to them. It takes a ridiculous amount of time and effort, with massive amount of wasted labor hours on the phone, etc., trying to track down ways to get duplicate titles if that's even possible.

The amount of time and taxpayer dollars that go into chasing old trailer paperwork that people don't have is unnecessary in my eyes. Other States already have an easier system for trailers.

I support this bill because for many of these trailers it becomes very difficult to locate supporting documentation to title them. Most older trailers have had their VIN plates faded from sun and weather to the point that the numbers are no longer readable. It also puts a burden on the administration of such titles. Boats in our state are not titled, so I don't understand the need to continue to title older trailers.

I work in the business office of a marina - Most customers are out of state residents with 2nd homes here in nh that use the trailer twice a year, or in state residents that do the same. Unfortunately the vast majority of customer's never title, or register their trailers, they go without a plate or will use personal plates twice a year to move boats into and out of the water(start and end of season). When the boats are sold or traded in down the road, and the customer has misplaced the CO's and or titles, the burden falls on the dealer and I then become a pest to dmv and town clerks to try and figure out how to transfer and or dispose of said trailers. I have several neighbors that have junk boats on their property because they have no way to transfer them to another owner as they lost or misplaced the legal documents of owner ship and the originating dealer is no longer in business or past the 7yrs of holding onto the files. I have this year alone spent a couple weeks worth of time and energy trying to track down and secure documents to "LEGALLLY" transfer trailers to the next owner. When you add in a customer that financed it, and the bank sells the loan to a different bank, the problems grow exponentially. In addition, manufacturers do not engrave the VIN #'s on the trailers, its a decal that fades in the sun and when wet. I then need to have a local officer waste their time to do a vin verification so I can then get a new vin applied to be able to LEGALLY transfer the trailer to the next owner, especially problematic if that is going out of state and our assigned vin # is not even 17 digits. Next thing I know, we're paying for a new trailer for an old boat. Save the DMV, the police officer doing the vin verification, myself, the marina and the tax paying customers the headaches and hassles.

This Bill would unburden the process of titling trailers over a certain age. We spend countless hours trying to title trailers for people who have lost paperwork, and find we are not able to sell or take boats and trailers in for trade because of lost paperwork. The state of NH doesn't require titles for the boats that are on trailer, so the public thinks the trailers must not need a title and they always lose them and then complain when they have to apply for a duplicate title. The value of the trailer is insignificant compared to the boat, yet the trailer needs a title in NH. Maine is getting a lot of money from NH residents that register their trailers in Maine if they don't have a title...
