Stop the stench of socialist FDR New Deal and LBJ Great Society give-aways. The nation's founders were well aware SUBSIDIES to favored wealthy and connected producers were part of a mercantilism economic sickness. "Political entrepreneurs" actively seek government intervention, primarily through policies and regulations, to gain a competitive advantage in their market. The likes of Mayberry no doubt represent pitiful developers begging the state for welfare. In numerous instances, government interference in the private sector has yielded counterproductive outcomes. These actions can distort markets, infringe upon the principles of limited government, and culminate in what can be termed "legal plunder." The sponsors should learn the lesson taught by Congressman Davy Crockett's opposition to $20,000 public money appropriation for the widow of a distinguished naval officer to assure her welfare and to honor him.
Dear Chair and Members of the Committee, I write in support of HB 1662, a smart, market-based approach to expanding housing opportunity in New Hampshire by addressing one of the most persistent barriers to accessory dwelling unit (ADU) development: access to financing. Accessory dwelling units have broad bipartisan support as a way to add housing incrementally, make better use of existing infrastructure, support aging in place, and create new rental options without large-scale development. Yet despite local approval in many communities, ADUs often fail to move forward because traditional lenders are hesitant to finance non-standard or small-scale projects. HB 1662 directly addresses that gap. By authorizing the New Hampshire Housing Finance Authority to provide loan guarantees, HB 1662 reduces lender risk while leveraging private capital. This approach does not create mandates, does not alter local zoning authority, and does not provide direct subsidies. Instead, it uses a proven financing tool to unlock projects that otherwise stall—not because they are undesirable, but because they fall outside conventional lending models. HB 1662 is also fiscally responsible. The program is capped, the state’s exposure is limited, and administrative funding is modest and clearly defined. This is not a new entitlement or bureaucracy; it is a targeted intervention designed to stimulate housing production where market friction currently prevents it. Importantly, the bill respects New Hampshire values. Municipalities retain full control over whether ADUs are allowed. Homeowners are not required to participate. The state simply makes it easier for willing communities and property owners to move projects forward. At a time when our housing shortage is constraining workforce retention, economic growth, and community stability, we need solutions that are practical, scalable, and balanced. HB 1662 fits that standard. It aligns public resources with private investment to increase housing supply without overreach. For these reasons, I respectfully urge the committee to find HB 1662 ought to pass. Thank you for your consideration and your service to the people of New Hampshire.
