I am writing in support of HB 1718-FN, with the clarifying amendment being advanced by the Community Power Coalition of New Hampshire (CPCNH). Energy storage paired with distributed energy such as solar photovoltaics (PV) helps customers and the grid by capturing excess generation, shifting energy use and exports to higher-value periods, and improving reliability during peak demand and outage events. These benefits are especially important for communities across New Hampshire, where grid disruptions from storms or other extreme weather events can have significant local impacts. However, HB 1718 needs a clarifying amendment to Sections 1 and 4. As written, the bill prohibits an energy storage system added by a net metered customer from ever charging from the grid. Such a hard prohibition against grid charging of batteries does not belong in law without an allowance for exceptions. The Public Utilities Commission (PUC) should be able to determine if and when a net-metered customer's battery can charge from the grid, such as the PUC approved in Liberty’s battery pilot where Liberty will charge a net-metered customer’s battery to ensure that it is fully charged when needed shave a system peak and return to the customer ready for a potential power outage. HB 1718 is a modest, enabling bill that: · Advances customer energy autonomy and resiliency; · Supports grid reliability and long-term cost reduction; and · Encourages innovation and future market competition. Pairing storage with net metering strengthens grid resilience, lowers costs, and expands access to clean energy for communities historically excluded from ownership.
I am writing in strong support of HB 1718-FN and urge the committee to recommend this bill as ought to pass. This legislation is an important and timely update to New Hampshire’s energy laws that recognizes the growing role of energy storage in a modern electric grid. HB 1718-FN allows customer-generators with renewable energy systems to add battery storage without affecting their eligibility for net metering, so long as the storage is charged solely from renewable sources. This is a common-sense policy change. Energy storage does not increase the size or output of a renewable generation system; instead, it allows customers to store excess energy and use it more efficiently. Without this clarification, customers may be discouraged from investing in storage, even though it benefits both the grid and ratepayers. Energy storage improves grid reliability, reduces strain during peak demand, and enhances energy resilience during outages. These benefits extend beyond individual customers to utilities and the broader public. Encouraging storage paired with renewable generation helps smooth energy supply, reduces the need for expensive peak power resources, and supports New Hampshire’s long-term energy goals. The bill also provides clear regulatory structure by assigning rule making authority over customer energy storage systems to the Department of Energy, while preserving the Public Utilities Commission’s role in determining fair compensation for energy exported to the grid. This division of responsibility improves regulatory clarity and ensures that policies are developed by the agencies best suited to handle them. Importantly, HB 1718-FN does not mandate new spending or require customers to adopt energy storage. Instead, it removes unnecessary barriers and allows innovation to move forward in a responsible, well-regulated manner. By doing so, it supports consumer choice, private investment, and a more efficient energy system. For these reasons, I strongly support HB 1718-FN and respectfully ask the committee to recommend its passage. This bill will help modernize New Hampshire’s energy framework while protecting ratepayers and strengthening the electric grid for the future.
I support this a homeowner who participates in net-metering. This is a way to support our energy grid.
Battery storage helps shave demand peaks and is where energy supply is going. New Hampshire should support these developments, not discourage them.

I support this bill with its amendment. We have solar panels on the Community House in Marlborough and it is a designated shelter in emergencies. It would be great to have battery storage there, and even more helpful to let the batteries be connected to the grid.
NH residents and business should have the right to control their energy future and costs. This bill, if amended in line with the Clean Power Coalition's recommendation, will support this. Please make the following amendments and pass HB1718. Requested amendments to clarify the bill and ensure that NH residents can become resilient through leveraging grid charging: 1. To: Members of the House Science, Technology and Energy Committee, As currently written, the bill prohibits batteries in conjunction with net metering from ever being charged from the grid and conflicts with beneficial utility programs like Liberty’s battery pilot. An amendment to this bill is needed to address this issue. This amendment should: -Authorize the PUC to make exceptions to the general prohibition from grid charging -Allow utility-managed programs to charge customer storage devices before and after dispatch to shave system peaks -Ensure the bill does not unintentionally constrain customer resiliency benefits or market innovation I am a participant in the Liberty Battery pilot program and I recently installed solar in conjunction with this system. It is important that these systems are allowed to charge during times of low usage when the marginal price per MWh is lowest and discharge when prices are high and the grid is experiencing stress. During Winter we do not always have enough sunlight to fully charge our batteries from solar alone, in addition the grid is experiencing additional load due to electric heating, without the ability to charge from the grid all consumers will experience higher energy prices. For context we have over 23kW DC of solar (~19 kW AC), our battery system has 27 kWh of storage. There have been several days this Winter with this amount of solar that we have only produced 1-5 kWh of energy. Please consider amending this bill to ensure we have the tools to lower energy prices. Other states have very successfully implemented including consumer battery support into broad rate-payer cost-reduction by systems drawing on batteries during peak-demand intervals, It is reasonable to include net-metering structure into any consumer-to-grid power provision.
