Dear Representatives, I am writing in to advocate for you to consider the limitations of your bill. You have added 193:27 VII to a pre-existing definition describing DHHS's liabilities for children with disabilities, yet there are children who are placed in Episode of Treatment placements who do not have learning disabilities. If your purpose is to clearly articulate that DHHS is financially liable for all students who are placed in an Episode of Treatment, you may want to consider adding 193:27 VII to more than 186-C:19-b, such as a statute that reaches the full general education population.
