Granite State Taxpayers supports efforts and legislation to promote awareness of the financial impact on taxpayers of spending and taxing options, to institute and defend tax cap legislation, and promote better public awareness of the impacts of proposed projects and ballot choices. This bill clarifies references to the procedure for adopting a local tax and budget cap and clarifies warrant language for adopting such a cap and budget. There is significant confusion as to what is and is not required in terms of wording, so this will enable the local tax cap law to be clearer and more effective. In coordination with HB200, it is important to clarify needed statutory language local municipalities must use to establish a tax cap. Local governance is perhaps the most critical because of proximity to each taxpayer and voter, so clarity will help voters access transparent watchfulness of their elected officials and those local officials can both be held accountable to manage local budgets and supervised when necessary by state officials. It seems to be a positive outcome at all levels to help taxpayers monitor fiscal spending. I recommend you support HB374. Thank you for your consideration.
