Granite State Taxpayers supports the expectation that voters confirm their identity using documentation before voting, and that the document they use to confirm identity does not demonstrate, by the state issuing the document, that the prospective voter is not in fact a resident of another state. HB618 would require that if the photo identification is an out-of-state driver's license or non-driver identification card, the ballot clerk shall check the statewide centralized voter registration database to determine if this license or identification has been used previously in an election in New Hampshire. If so, the voter shall be denied the privilege of voting. A driver's license issued by any state other than New Hampshire shall not be used at more than one election as identification. This is a reasonable position since, by previously voting in New Hampshire, a resident of another state, then holding a license from that state, established a bona fide residency in New Hampshire, as is required to vote here. After doing so they were obliged under RSA 263:35 to obtain a driver's license issued by the state of New Hampshire within a maximum of 60 days from the date his or her residency was established. After 60 days following establishing residency by voting in New Hampshire, the out of state license would be invalid and consequently no longer usable as a form of identification. Granite State Taxpayers supports SB618 which will make the voting process simpler to understand and more secure.

Where is fact-checked proof of the rampant election fraud you are so afraid of? The system has worked fine for years. Supervisors are sworn to uphold the Constitution, and are very trustworthy. Let then do their job.

Making it easier for voter fraud is not protecting the right to vote, rather, it is disenfranchising voters who vote legally and thoughtfully. Don't make victims out of those who are already victimized by using them as a ploy to gain more voters.
This makes complete sense to identify someone using an out-of-state drivers license.

I do not agree with this bill. If you don’t have the proper ID, and all you have is an out-of-state license, then you’re not eligible to vote. If you move to a community and our new state, you should take the time to register your vehicle, get your new license or ID so that you can vote. Or, go to your town hall in advance of the election and register to vote.
HB 618, enables election officials to verify the single use of an out-of-state driver’s license presented when a person votes by using the centralized voter registration database. This combined with proof of domicile would provide protections. The use of this exception should be closely tracked, as it should be rare and a small percentage of voters in a given election year. All use of this exception should be audit post facto to confirm fraud did not occur. Is common sense and should be a NH Law
This bill puts an undue burden on both election officials and citizens that have recently moved to the State of New Hampshire. This is a waste of time and effort for little benefit and should not be adopted.
I oppose HB 418 REMOVING THE RIGHT TO VOTE FOR FIRST RESPONDERS AND OTHERS UNABLE TO VOTE IN PERSON ON ELECTION DAY. AS US CITIZENS IT IS THEIR RIGHT TO VOTE IN PERSON OR BY ABSENTEE. As a retired NH STATE REPRESENTATIVE I AM FAMILIAR WITH THIS EFFORT TO THWART OUR RIGHTS BY UNCONSTITUTIONAL MEANS.

Ballot Clerks have no access to centralized voter database - If resident is using an out of state drivers license then it is suggested that the instructions say send them to the Checklist supervisor.

Governor Sununu has stated over and over there is little to no voter fraud in NH. Individuals should not be listed in a special database because they are out of state.

Dear Representatives, I urge you to OPPOSE this bill. The number of bills, all sponsored by Republican legislators, that are aimed at restricting young, educated, college-student voters from participating in our state's democratic process has made one thing clear: they are threatened by their participation. Instead of focusing on bills that make life better for young people in New Hampshire and encouraging them to stay, they are tightening their grip.
