Good morning, my name is Martha Dickey; I live in Tilton NH. I wanted to write in support of HB 685. As we all know New Hampshire is in a housing supply and affordability crisis. In December 2024, the median sales price for a single-family home in New Hampshire was $507,000. It is imperative that we use every tool we can to increase the supply of housing. That is why I urge you to support HB 685: • HB 685 rightly recognizes the integrity and importance of manufactured housing by allowing it by right in any residentially zoned area • Making it easier to place manufactured housing will make homeownership more accessible for both younger families looking to purchase their first home and older Granite Staters looking to downsize • Factory-built homes are on par with site-built homes in terms of durability and safety • They are one of the few affordable options that provide an accessible path to homeownership and generational wealth building for all Granite Staters, but especially low- and moderate-income people • However, too often, manufactured housing is stigmatized and thought of as “less than” • As representatives of homeowners in both privately owned and Resident-Owned communities, we encourage you all to think of what it actually is – home. • HB 685 is a crucial step for increasing access to affordable homeownership for more Granite Staters and I urge you to support it. At a time when cyanobacteria in our lakes is a growing problem, Towns should not be required to allow detached accessory dwelling units in the protected shoreland. Doubling the density along our lakes will increase soil compaction, the trampling and removal of vegetation, and increase the runoff of nutrients into our lakes. Allowing existing buildings to be converted into accessory dwelling units will mean that someone could build a boathouse and then convert it into an accessory dwelling unit. Allowing accessory dwellings in the protected shoreland will do nothing to increase the supply of affordable housing.

This is a backdoor way to destroy long established neighborhoods. People who bought homes depended on the zoning classification and overall zoning rules. This also takes away from local control as the localities, not the state should determine development.

Manufactured Homes are different than conventional built homes. Manufactured Homes are built/manufactured to a different code than conventional homes. If a Manufactured Home is placed on a lot between two conventional built homes, it is definitely different and out of character. Manufactured Homes should be allowed in Manufactured Home Parks where they are located with similar building stock.

We need to allow manufactured housing in all residentially zoned areas by right. Manufactured housing is an attainable, lower-cost option for home ownership, but it’s often regulated out of communities due to stigmas associated with the design and perceptions of those who live in manufactured housing. Manufactured housing units could be substantially cheaper to build and provide another housing option
