Poor sentence structure. The added clause is "This paragraph shall prohibit any person selling alcohol ..." The sentence form is self-referencing and strictly untrue. Mention of PARAGRAPH should be eliminated. This should be rewritten to statutory form as "Any person shall not sell alcohol ...".
