The extent of human rights violations and war crimes in Gaza is indefensible and unconscionable. The call for responsible and moral oversight of and accountability for military equipment used by international allies - especially in Gaza - is long overdue. Please do the right and responsible thing and pass this resolution.

I am a 17 year old woman living in Manchester Nh. Seeing the horrors that have taken place in Gaza makes me question the morality world I’m living in. Witnessing starving mothers and children, dying babies and helpless citizens being bombed on the street have captivated my thoughts and my algorithm everyday. To be able to turn off my phone and be in the comfort of my home is a privilege that everyone should have. I cannot be live in such a privileged state and not use my voice and my power to speak for those who cannot. Be apart of the solution, not the problem. Silence is compliance.

I stand with Palestine and against genocide and using military force and weapons against civilians. There needs to be someone in this world that is holding the responsible parties accountable.

As an American, a world citizen, and a human, I believe that a part of being a society is agreeing that there are certain inalienable rights granted to us all by virtue of being human. I believe that these rights are clearly established and defined by the United Nations Universal Declaration of Human Rights. The atrocities to which we have born witness to recently in Gaza and other parts of the world have demonstrated that the world still needs to defend and enforce their human rights. While the United States are not the watchdog of the world, we cannot stand aside and allow people to be brutalized and have their rights violated. While our federal government is willing to ignore these atrocities, the state of New Hampshire needs to pick up the mantle of guardianship and right and recognize the United Nations universal declaration of human rights, and urge the responsible and moral oversight of and accountability for military equipment used by international allies, especially in Gaza.

After the horrors of WWII, the world came together and agreed on international laws because it was recognized that atrocities beget atrocities, aggression begets more aggression, and that wars are incredibly destructive for everyone involved. Without international laws might becomes right and the world will spiral into a moral abyss. Israel joined the United Nations and promised to uphold international law as well as agreeing to allow Palestinian refugees to return to their homes. They have not done so. Instead they have consistently and cruelly oppressed their non-Jewish neighbors over the last 78 years simply for not being Jewish. Hamas and others committed war crimes on October 7, 2023 but condemning all Palestinians is bigotry plain and simple. Singling out Hamas' crimes while funding Israel's genocidal actions and protecting Israel from international condemnation in the UN is hypocrisy writ large. Additionally, criticizing the International Criminal Court as Senator Shaheen did emboldens despots everywhere. It makes America an agent of the destruction of the international rule of law and I decry using my tax dollars in such endeavors. The least the NH legislators can do is to call on our President and our federal representative delegation to demand more responsible oversight of United States’ military aid packages and all arms distribution to Israel and other international allies, and to leverage such agreements to require that such partners recognize and comply with international law governing the protection of civilians in war zones. Call on them as well to uphold America's own laws in the form of the Leahy Law and the Symington Amendment. Do we support the rule of law, whether at home or internationally, or not? I support HR37

We in the Granite State cannot in good conscience support the genocide happening in Gaza. Please vote in support of this.

Why would anyone be against human rights?

As a retired educator and as a US Navy veteran, 1961-63, (USS Okinawa), I strongly support this important bill.-

Please support this bill. It is ethically the right thing, and fiscally the responsible thing. I pay taxes to fund things like public education, emergency services, roads, and social safety nets - not to spend billions of dollars on weapons that recently are largely used on civilian populations... and used by countries that have universal health care and subsidized secondary education. We are better than this - or could be. US money for US benefit, not bombs. And ethics/human rights because it's the right thing to support.

To whom it May Concern, As a citizen of NH, I would like to see my government and elected officials recognizing human rights and holding accountable foreign governments who receive military assistance from the USA.

Far too many innocent people have been starved and killed in Gaza, and it is crucial for us to hold everyone, including ourselves and our own allies, accountable for all of the death and destruction being brought upon any and all civilians. The fact that we're even allowing these atrocities to occur at all is completely unacceptable. There is absolutely no excuse for civilians to be starved or killed in any situation or any part of the world, period. It is our moral obligation to ensure human rights are not being violated and to fiercely condemn any and all acts of violence against all civilians, including violence that is committed by our own nation and our allies. It is our responsibility to hold both ourselves and others accountable for crimes against humanity. We must recognize that regardless of any differences in culture, ethnicity, or beliefs, the Palestinians in Gaza are fellow human beings, and are being subjected to a genocide that we are complicit in by continuing to send military aid to Israel. I am sickened that we have been more concerned about attacking criticisms of this genocide against Palestinians than actually making real efforts to stop the genocide itself. What Hamas did on October 7th was disgusting and I'm never going to defend the killing of civilians on that day or in any situation. Hamas' actions are still not an excuse for Israel's violence against the Palestinian people. There is no excuse in the world to justify any of the violence that Palestinians have been subjected to at any point in time, period. We must uphold international law and protect all civilians from violence. It is not only important simply because it is international law, but because it is the right thing to do. We are talking about real, innocent human beings being starved, displaced, and slaughtered. Being anti-genocide should not be considered an extreme take, but the moderate position.

I want NH to make this important statement. We cannot be silent in the wake of a genocide using American weapons and tax dollars.

To the members of the committee, As a citizen and lifelong resident of New Hampshire, I have been greatly disturbed by my federal government’s failure to abide by international law and to comply with the international consensus on Israel’s genocide in Gaza. International law cannot be ignored when it is not convenient. I urge you to support this bill so that our state can set an example for the rest of the country.

I strongly support House Resolution 37 and urge New Hampshire legislators to advance this resolution. HR37 affirms New Hampshire’s commitment to the Universal Declaration of Human Rights, a foundational document that reflects values this state has long claimed to uphold: human dignity, civilian protection, and moral accountability in the use of power. This resolution does not take sides in a conflict. Rather, it expresses solidarity with all civilians harmed by violence, including those suffering in Gaza and elsewhere, and calls for accountability when U.S. military aid is used by allies in ways that may violate international humanitarian law. Asking for oversight and compliance with civilian protection standards is not radical, it is responsible governance. HR37 also takes an essential stand against Islamophobia, antisemitism, and anti-Arab racism, recognizing that overseas violence often fuels hatred and discrimination here at home. New Hampshire residents of all backgrounds deserve to live without fear of harassment, dehumanization, or collective blame. By urging the President and our federal delegation to ensure that U.S. partners comply with international law, HR37 reinforces the principle that American support must align with human rights standards, not undermine them. Moral leadership means being willing to ask hard questions, even of allies. Passing HR37 sends a clear message: New Hampshire believes that civilian lives matter, that human rights are universal, and that combating hate at home is inseparable from accountability abroad. I urge legislators to support HR37 and affirm New Hampshire’s commitment to human rights, dignity, and justice for all.

I don’t know what I can see to move someone who still feels that Palestinian lives do not matter. The genocide is Gaza has lifted the veil for so many of us. Instead of going over the endless and on going carnage I want to talk about tech. Google and Palantir both support and create AI technology used to slaughter innocent lives. And those same companies are licking their chops to use that same tech against us. To stand in support for Palestinians humans rights means to stand up for mine and my neighbors. There are many factions of our law enforcement that are trained by the IDF and considering what I have seen that is terrifying to consider. The world doesn’t deserve such callous and cruel treatment.

As a child, after reading The Diary of Anne Frank, I wondered what would happen if the world saw mass killings of one group by another again. At that time I did not know the word genocide. As an adult I learned of many genocides such as in Rwanda, the Rohingya genocide but not until Gaza did I see one that we as Americans have had such a huge role in the killing and arming of the perpetrator. This is a small step in the right direction of righting a wrong.
