Dear Representatives, I ask you to support SB251 to create a commission to study the delivery of public health services through regional public health networks and the continued development of coordinated responses to public health incidents and emergencies in New Hampshire. As a deliverer of a trauma-informed, resilience building program, the deepening challenges we face psychologically, socially, environmentally, and economically can be mitigated by the delivery of public health services/programs throughout our public health networks. In a recent presentation to the NH Psychological Association, a colleague, Dr. Andrew Gersten, and myself engaged attendees in a three hour workshop that highlighted the Transformational Resilience Project, a public health approach to building resilience that is age-and-developmentally appropriate for grades 3-12 that includes adult programming. When the President has masked men handcuff a Fulbright scholar and put her into an unmarked van and defy a judge's order to not remove her from the state; when people arre being swept up without charge, with no public record kept, shackled, and put in foreign prisons, and so are made to disappear; when the President breaks the law, towns and cities have a duty to uphold it by countering such "enforcement."

Comprehensive public health services are critical to the health and well-being of everyone in NH. A similar commission in Indiana catalyzed critical updates to the public health system in that state resulting in improved services and healthier communities. We need to think together to create a healthy NH. This commission will be a step in that direction.
