Amends penalties for disobeying an officer, modifies the standards and amounts for which a governmental unit may be liable for negligence, establishes due process protections for students and faculty in disciplinary proceedings at publicly funded colleges and universities, and requires political subdivisions to indemnify employees for negligent conduct absent wanton or reckless behavior.

This bill is TOO extreme! Misdemeanor charge for a MVA is bad enough but why a felony charge B? This bill has the potential to ruin lives forever. Felony charges generally carry incarceration. What do the sponsors of this bill hope to achieve with this kind of punitive bill? Nothing I can see. Vote this bill down.
Disobeying officers is a fundamental right granted by the first ammendment. Causing injury or death of a bystander using a motor vehicle is a separate cause for concern and should be treated as such regardless if there was disobedience of police orders or not. Protect and Serve, not Command and Jail

Disobeying a police officer in a democracy should not be a felony, especially in a country where police officers killed 1,314 people in 2025 alone.
This bill will improve safety for our law enforcement professionals.

Most communications from officers on-site are NOT LAWFUL ORDERS. It is well-documented, these are officers preferences for his convenience. Creating felons out of citizens lawfully standing exercising civil rights and law is insane.
Class B felony is too extreme a punishment for the action of disobeying an officer.
