A common goal of local government is to reduce spending. One of the best ways communities can reduce their costs is by developing renewable energy projects. Projects that are in place relieve communities of the cost of commercial energy suppliers. Net metering is only fair and truly a market based economy. Long ago we recognized that the producers of a commodity must not also prevent other producers from utilizing the means of distribution - this goes back to the payola scandals of the record industry. All suppliers of power into the grid must be treated equally, and net metering is the only way that occurs. Assurance of net metering abilities into the future makes many projects cost-effective. The utilities must compete in this market. If you truly believe in free market economics and that local governments should control their spending, you will approve this bill.

This is an excellent bill for New Hampshire to provide a more resilience system of electrical energy. that is not dependent on external oil or gas. It will support lowering our energy costs. This also supports clean, renewable energy.

Please we need to expand the eligibility requirements of net metering to municipal energy projects. We need to increase NH's renewable energy capacity and expand the scope of net metering for all. For municipal subdivisions (towns, cities, counties ...), this bill will provide an important level of certainty concerning net-metering revenue. I support this bill as critical to enable towns and local governments to invest in clean energy. There are already 38 communities across the state that support this bill. Without predictable compensation beyond 20 years, banks, investors, and developers hesitate to move forward. on clean energy projects.

This bill is essential so that municipal renewable energy projects can move forward. Such projects are absolutely essential to for energy stabilty, clean energy, and economic viability. The current crisis in Iran makes it clear that relying on fossil fuels is not only envronmentally catastrophic but also extremely unreliable and increasingly unrealistic economically.

SB 538 is a targeted approach to ensure that the many municipalities in New Hampshire that have built solar arrays are able to take full advantage over the years to provide benefits to ratepayers. There are two 5 MW solar arrays under construction in the City of Concord and SB 538 supports these impactful investments. Please vote in favor of SB 538 in committee. Thank you.

Net metering helps accelerate the deployment of solar and battery technologies, lowering electricity prices for all of us and diversifying our state's energy supply. Until the federal government addresses the market failure by internalizing the external costs of the pollution from fossil fuels, we need state action to promote the rapid adoption of clean energy solutions. Eventually, Congress will be forced to price carbon as carbon pricing continues to spread worldwide, prices rise, and CBAMS spread. CBAMS are how countries are now charging US exporters the difference between our carbon price ($0) and their carbon price (e.g., the EU is at $80/tCO2 and rising). Our state should help citizens, businesses, and towns prepare by supporting programs like net metering.
