This bill not only would establish a cooperative purchasing program, it would also redefine the duties of school boards and would allow the state board of education to place any school or school administrative unit into receivership. This bill takes more power from local school districts who know what their students and towns need.

I oppose SB 580 because, while the cooperative purchasing program is voluntary, it centralizes control and adds state oversight that could create unnecessary bureaucracy and costs. Expanding the State Board’s authority to place schools into receivership and mandate policies risks undermining local school boards’ ability to make decisions for their communities. Local districts should maintain control over operations, budgeting, and procurement without added state intervention.
