HEARING ON SB 65-FN Relative to stormwater management for solar arrays (BRIEF WRITTEN REMARKS) Permitting proceedings for the siting of solar arrays must no longer treat these developments as being equivalent to impenetrable parking lots. The ground beneath these structures maintains a viable soil biome, albeit without direct hydration from rainfall. I agree with SB 65-FN that this rule should not apply over a certain area of involved earthmoving or timber harvesting, and that it is appropriate such limit be set at more than 100,000 square feet. In addition, SB 65-FN should be amended so as to allow solar arrays to be considered impenetrable surfaces when their siting is proposed to be on prime agricultural soils.
