As a licensed psychologist in NH, I oppose this bill, which could lead to the arrest and incarceration of individuals in mental health crisis and reduce their access to necessary mental health treatment.

This would disproportionately impact the mentally ill -- menta illness should not be criminalized. It would not increase workplace safety.

Kevin A BlanchetteOpposeConcord, NHfor MyselfApr 8, 2026

As a mental health counselor in this state I am very concerned about how this bill discriminates against people having a mental health crisis. The changes should be to training of ED staff and resources and support for them, not the criminalization of people. That will not stop aggression in the ED, it will just cause more stress in the attackers life and make it more likely there will be future issues.
